The prospect of Eastwood acting again would be a dream come true for me. This actually sounds like a role that is completely different than any role Eastwood has ever potrayed. It sounds like it could be the most promising project for him since "Gran Torino." The article was extremely detailed, and Tracking Board seems like a reputable site, but I'm concerned that this project, if true, was not first reported in industry publications such as Variety, Hollywood Reporter or Deadline.

Someone is bound to ask him about this project though during interviews for 15:17 to Paris, so hopefully we'll have an idea of whether or not this is going to be Eastwood's next project soon.

Warners did announce that Eastwood would be doing a film that would be released in 2019 recently, so that lends some support to this. I think it's unlikely that they would announce that unless Eastwood had already decided on his next project, but that doesn't necessarily mean that this will end up being that project.

That could be an interesting project. And if Eastwood does it, it would be good to see him on screen again.

Like you, I too would prefer Eastwood focus on making fictional stories. However, I'd still be thrilled if this happens. At 87, I had just about given up hope that we'd ever see Eastwood act again. So, even if it is another true-life story, I'll take it!

This sounds like it could be a fascinating character, and similar to "Changeling," this is not a well known story. If I hadn't already known that "Changeling" was based off of actual events, it would have played to me like a fictional story.

Since this script is based off of an article, and doesn't depict a famous person, there will probably be a lot of creative freedom given to Eastwood and the screenwriter to bring the character to life.

AKA, that's a good point.  True story films often seem like an original story depending on how they are made.  And I agree, this story does sound fascinating.

i've been monitoring Eastwood's interviews for a potential mention of this project. It doesn't sound like Eastwood has decided to make this film. 

Eastwood gave an interview at the Pebble Beach golf tournament. A link to a video of the interview is below, and he is asked directly about his next project (this is not exact, but is substantively accurate):
