mgk, that was my first thought, too. However, I'm pretty sure there's no diner in
A Perfect World like the one LadyHawk describes. ("Dotty's Squat 'n' Gobble" appears to be a wooden building and no other structures are visible.)
Perhaps the film in question is
The Stars Fell on Henrietta, which Eastwood produced but did not direct or appear in. It was released in 1995 and starred Robert Duvall, Frances Fisher, and Aidan Quinn (and featured Eastwood's daughter with Frances Fisher, Franny, who was then an infant). It's set in the mid-1930s and features a down-at-the-heels "oil man" (Duvall) who convinces a poor farm family that there's oil on their property.
According to the
Internet Movie Database, it was filmed in
Anson, Texas, as well as Abilene, Austin and Bartlett, Texas. It's the only film in the IMDb for which Anson, Texas is given as a location.

I can't recall a diner like the one described in
The Stars Fell on Henrietta, either, but it's been a number of years since I've seen it. It doesn't look to be available on DVD. I have an old laserdisc of it and if I ever get the time to watch it and I find a shot showing the diner as described, I'll post a capture.
